Background on Building Compliance for Safe Buildings and Structures
In 2004 the New Zealand Building Act changed. These changes meant that buildings had to become more compliant with the quality of the building and the safety of its occupants in mind. From 2004 onwards, Council’s throughout New Zealand started undertaking seismic assessments on buildings in their areas. A large part of this earthquake risk assessment was to ensure they comply with the National Building Standard.
When the 2010 and 2011 Canterbury earthquakes struck the state and safety of all buildings across New Zealand gained new importance as people across the country saw the impact of structurally unsound buildings and structures.
There is a further amendment to the New Zealand Building Act due late 2016. This will provide building owners with time frames and guidelines for either building assessment and repair or demolishing and rebuilding.
Insurance Company Requirements
Insurance companies have a vested interest in knowing the percentage of earthquake strength each building has against the National Building Standard (%NBS). Many insurance companies are asking for this information as a course of insuring a building, allowing them to better assess their risk. Higher premiums will likely need to be paid by those who do not know this percentage or have a low %NBS.
